Question: If my vehicle is towed by the police can the tow company hold onto my personal property inside the vehicle before I pay the tow bill.

Answer: It depends on why the police towed your vehicle.  If it was towed for a criminal investigation, then usually you are not allowed to get your personal property from your vehicle after it is towed.  But, if it is towed because it was abandoned, unable to run and blocking traffic, or other non-criminal reasons, then generally you are allowed to claim your personal property from the tow company.
