Can my parent go in to the DMV and get a duplicate license for me without me being there. They would take in my birth certificate and their id.

My 17 year old daughter recently lost her license so I called the Arizona DMV to see if I could pick up duplicate for her and I was told no. In order for her to get a duplicate she had to go in person and have her social security number.
