Question:

are black headlight covers illegal in arizona?

Answer:

It is likely that the black headlight covers are illegal in AZ. A.R.S. 28-922 states that headlights must illuminate objects at a distance of five hundred feet ahead. It is unlikely that a black headlight cover will still allow for objects to be illuminated five hundred feet ahead. A.R.S. 28-931 specifically outlines accepted colors for the remaining lights: front and side markers must display or reflect an amber color. Rear must display read color. Stoplight on rear may be red, amber or yellow; license plate and backup must be white.
