Well your comment doesn't hold water for the following reasons:
A) In some states persons aren't an adult until their 21 unless adjudicated so my a court of proper jurisdiction
B) The Federal Government in my opinion used EXTORTION by telling States that if they didn't adopt 21 and .08 that they would lose highway dollars, just no one has had the guts to sue them.
C) Military service isn't compulsory therefore you can't equivocate choice with right, if your given a choice it isn't necessarily reflective with the loss of a separate right.
