Question: Are clear taillights illegal in Arizona?
Answer: Yes! According to Arizona law (ARS 28-925), a vehicle must be equipped with a tail lamp mounted on the rear and shall emit a red light plainly visible from a distance of 500 feet from the rear of the vehicle.
If you do not live in Arizona, you need to contact the state Motor Vehicle Division to see what the laws on clear taillights are in your state. Follow one of the links below to the Motor Vehicle Division in your state:

ARS 28-931. Lamp colors
A. Front clearance lamps and those marker lamps and reflectors mounted on the front or on the side near the front of a vehicle shall display or reflect an amber color.
B. Rear clearance lamps and those marker lamps and reflectors mounted on the rear or on the sides near the rear of a vehicle shall display or reflect a red color.

Actually you are both right...and both wrong. You still have to have red reflectors on the tail light housings. (ARS 28-926) If your clear taillight housings have red reflectors you are ok. However...most of the manufacturers do not make the clear housings with red reflectors.

This answer is incorrect, I think the person answering may not have understood what "clear taillights" are. Clear taillights are lights that are clear, transparent, but when lit up still shine red. (Or yellow if they are blinkers).
These type of lights fit the description given in the law and are therefore perfectly legal.
