    Question:

Can I legally ride a pocket bike in phoenix?

    Answer:

Any type of motorized bike or scooter that is self-propelled by a motor or engine under 5 horsepower or 47cc’s can only be driven on private property with the written permission of the owner of the property.  The Phoenix City Council changed their rules on pocket bikes and motorized scooters in December 2004 to prohibit these vehicles on any public streets or sidewalks, including parks and alleys.

Breaking this phoenix city law can result in a traffic citation, which is like a speeding ticket which usually subjects a person to a fine and/or other penalties.  Parents may be liable for the ticket even if they didn't know their kids were breaking this rule with their motorized bikes.

The Phoenix City Council also enacted new rules that require anyone who sells pocket bikes or motorized scooters to tell customers about the ban and post signs telling users where the bikes can and can’t be used.

The State of Arizona also has laws specific to "Motor driven cycles" under 5 horsepower or 47 cc’s (A.R.S. 28-101).  Drivers under the age of eighteen and any passengers must wear a helmet when operating the bike.  Also, the driver must wear protective glasses or some other type of eyewear to protect the driver's eyes. (A.R.S. 28-964)  The driver must also have at least a Class M license to drive (A.R.S. 28-3159, and A.R.S. 28-3101)

I think its stupid that they stopped pocket bike use on any public streets and neighborhoods. i think if a kid can make enogh money to buy one for himself he sould be able to ride it around his neighborhood or at least his street

Pocket bikes need to be legal. Just because a few kids are stupid and out of controll, doesnt mean they should ruin it for all of us. Also, they arent terribly loud, so during the day, neighbors need to deal with it. We need transportation under age!
