Question: Is denying someone a glass of water illegal in Arizona?
Answer: The answer depends on the circumstances involved.
The law is more strict with business entities or a state agencies in addition to physicians, health care providers, and other medical professionals. However, for individual persons, there are certain laws that apply.
For example, Arizona Law (ARS §36-2281), provides that a person shall not deny an infant (less than 1 year of age) of nourishment with the intent to cause or allow the death of that infant for any reason. Under this law, a person has a duty to an infant with water (and food, nutrients, oxygen, etc.). SO it would be illegal to deny a glass of water.
In general, there is no law forcing you to act or to rescue someone, subject to a few exceptions. For example, if your actions place the person in a position of danger (like if you take a glass of water away from a person and they die as a result), then there is a duty to act because your actions placed the other person in that dangerous situation. In addition, there is a duty to act with familial relationships (if the person you are giving water to is a parent and child, etc.).

i know at some places they charge for water, and its because they have a drinking fountain. but places like Sonic dont have drinking fountains and they still charge for the cup. is that illegal?

I'm in Arizona and usually don't have a problem getting a cup of water... Recently I went to Warped Tour and starting blacking out so I went to the get a cup of water from the First Aid tent and was denyed it BY A MEDIC! I was infuriated and went so sit elsewhere for a good hour to regain consciousness. The government really needs to make a complaint forum for these situations.

I've lived in AZ and a couple of other states, and AZ is the only place where stores, restaurants, and even movie theaters don't charge you for a cup of water. I always figured it was due to the law. I know not too long ago someone died from heat stroke after being denied water at a business, so there was a lot of fuss about it. I've never been denied or charged for a cup of water while in AZ no matter where I ask for it.

Some laws are weird like that, but they don't enforce them. A law-enforcer him/herself may refuse one, but no one will do anything about it.
