There are way too many stupid drivers out there now and not all of them are super young. It doesn't help however to have that many young kids out there in a dangerous weapon.

It honestly depends on the driver whether they're old enough to obtain and mantain a permit/license. you cannot put every 15, 16, and 17 year old under a bunch of statistics saying hey, you all crash every 10 seconds. Because it's just not the case. Sure there will be accidents but every adult driver had to learn about those regardless of when they had their first accident. Stuff like that happens. I have no idea what kinda law should be passed but you could always punish those that disobey the law, punished very harshly or you could just pusish those who have not had a chance at all.
