Question: If you don’t get your license until you turn 18, do you still have to have your permit for 5 months?

Visit the Arizona Department of Motor Vehicles Website for specific guidelines for teenagers between the ages of 15 years and 7 months and under age 18. You can apply for a class D License at age 18.

I am pretty sure the other poster wasn't telling the truth though I could be wrong. You DO need to get your permit, even after 18 or 21 before getting your license. I was 21 when I got mine and needed the permit for 2 months, not 6. 18 and over you need it for only 2 months.
