Question: Is it possible since I haven't got my license yet when I go in to take the test to I have to get my permit first. or can I just get my license. Because I am 19.

Answer:

Because you are over 18 years old, you do not need to get an "instruction permit" before you apply for a general driver's license. (ARS 28-3153).
