Question: Is it against the law to follow a cop and watch his/her activities.

Answer:

No, it is not against the law. Police Departments generally allow local citizens to follow them during a shift, provided you pass a general background check. You can contact your local police department about information on a ride-along with their agency, or look for information on the City of Phoenix Police Department's website. 

If you are talking about following a police officer without a pre-planned activity (like a ride-along, or like the show COPS schedules in advance with their camera crew) then you need to be careful that you are not preventing the police officer from performing their duties as a police officer. This can be against the law, if you end up actively preventing the officer from doing his job. It is a class 1 misdemeanor per ARS 13-2402.
