Question: Can a cop follow you out of his district/city to stop you?
Answer: Yes. If the officer is P.O.S.T. (Arizona Peace Officer Standards and Training Board) certified, he is a law enforcement officer for the entire state of Arizona (with exception to jurisdictional issues involving the tribal reservations) and is permitted to enforce the laws outside his or her city or county jurisdiction. Also, if an officer observes an offense occur within their jurisdiction, they are not precluded from following an offender and arresting them in another jurisdiction. Officers participating in the DUI Task Force routinely patrol in other jurisdictions.
