Question: If I have a permit, does the rider (licensed driver) have to be licensed or just over the age of 18?

Answer: The other person in the car must be "a person who has a class A, B, C or D license and who occupies a seat beside the permittee." (ARS §28-3154). And a person must be 18 years or older to have an A, B, C, or D license.
