Question: Can a police officer pull you over because you look too young to drive?
Answer:
Yes, if the driver appears to be too young to drive, a police officer gains reasonable suspicion of an violation such as the violations beginning with A.R.S. § 28-3151 they can conduct a vehicle stop. A driver license violation is a "primary" stop and requires no other reason. Much like if an officer sees young children not in child-safety seats, a stop can be conducted to check their age. It is about maintaining safety.
