If parents would take the time to make sure thier kids understood the dangers, knew safety rules and then made sure thier kid wasn't running stop signs or "jay riding" through town, then yeah, all ages could ride. But most parents just buy the things and then turn thier kids loose on them.

Every time I bring up my Goped® to my Dad he always tells me stories about riding motorized vehicles like dirt bikes past cops and waving. Now the cops have nothing better to do but annoy us by giving us tickets. If the law was changed to 12 they wouldn't chase us and give us tickets.
