Question: If you are walking and a cop pulls you over cause you look suspicious can he search you for looking suspicious?

Answer: The easy answer is: NO. But, life isn't easy. So, here's the better answer:

An officer can stop you, briefly, given the right 'suspicious' circumstances. He can search you only if:

1. You give him 'consent'---which means, your permission. OR:

2. He can articulate a reason for fearing for his personal safety, and needs to do a 'quick' pat-down search to check for weapons.
