Question: Can you be ID'ed when you are pulled over by a police officer even if you are not the one driving?
Answer: Yes. Generally, police officers have a lot of discretion to check for ID's when they pull a car over. They usually justify it by saying it is an officer safety issue or there is suspicious activity amongst the car occupants.
Even though they can check the ID of the passenger, they cannot give a passenger a citation for not having an ID like they could the driver. If you were just walking down the street they cannot stop you and ask you for an ID unless they have a 'reasonable suspicion' that you were engaged in criminal activity.

you are wrong. If the cop tells you you have to he is lying. You should get his name and badge number and file a complaint form at your local police departmnet.
They can however ask you for your name.
