Question: What are the laws for being able to ride atvs in cities and forests.

Answer: Any time an all-terrain vehicle is driven on a regular roadway, normal laws regarding traffic control, licenses, and registrations apply.

The Arizona law (ARS 28-964) also states that any operator or passenger of an ATV who is under the age of 18 must wear a protective helmet at all times.

And other Arizona law (ARS 28-1174) states that it is unlawful for a person to drive an off-highway vehicle with reckless disregard for the safety of persons or property. A person who violates this law is guilty of a class 2 misdemeanor.
