Before the Miranda case, were cops REQUIRED to give an arrested person their fifth and sixth amendment rights?

Yes.  What the Miranda case did was to require police to inform an arrested person of their right to an attorney.  Basically, if an arrested person did not know that they had the right to an attorney, they wouldn't request one.  The Supreme Court made it mandatory for police to inform an arrested person of their right to an attorney so that everyone has the chance to use their 5th Amendment rights.
