Question: Do parents ultimately decide whether their child is retained? Can the parent override the school district's decision concerning grade retention?
Answer: The law is very clear on this.
No. The teacher has authority to promote or retain an elementary student at a grade level and to pass or fail a high school student for a course. (ARS 15-521). A parent may appeal the teacher's decision to the school district governing board. To overturn the teacher's decision, however, the student must demonstrate to the governing board that he or she has mastered the state's academic standards for the grade or course. (ARS 15-342 (11)).

I can tell you from experience that in my community, teachers slack off near the end of school and require the kids to take summer classes. It's called job security. Obviously, the school system doesn't care that retaining a child increases their drop-out rate by 30% for every year retained. Not only that, I don't remember inviting that bully of a principal into my birthing room when my child was born! If the school wants active parenting, then they should consider the parents choices before destroying children's lives completely. It's just one more nail in public school's coffin.

I believe if the kids is below 4rd grade, that the teacher can decide or not to retain the student. If the student has a DIsabilty or something that the teacher can't help, don't have the right to hold the student back. But either way if the students is above 3 rd grade I think the parent should have the right to say weather or not there child gets held back or not.

School is very hard to me. I don't have like a 4.0 or 3.0 but I am not inelligible or anything but my parents don't understand i can be good in everything. I want to be a pro tennis player but they won't even let me practice. If they let me at least practice about 4 or 3 times a week I would be on my way. I KNOW GRADES ARE HUGE but school is not my strong point. I know I have a high ig but all I think about is how good i could be in tennis

You get retained because your stupid, or lazy, or skipped WAY to much school. If you fail overall, there is no force on earth, besides death, that is going to keep you from retaking the grade. I mean, its not something to be ashamed about if you tried. Sometimes your just not ready to move on yet. As for all you lazy skippers, you deserve it and if I was you mother or father I would retain you even if the school was going to let you pass. School isnt something to get through as fast as you can; its your education for life. If it takes you an extra year, so be it.

All too often a student is failing and the over protective parent will come and demand that the student be passed on the the next grade to protect the child from the social stigma of not passing.
In my opinion, this is a form of child abuse. The child is not served by advancing before they have accomplished the educational goals of the current level.
