South Carolina law addresses bullying, but leaves it up to the schools to figure out what the punishment for bullying should be. So, even though the law says that students cannot bully other students, it is up to the school to do something about it.
In answer to your question, it is not a crime to bully another student, but a bully will get into trouble at school.

At bond court the Judge said she was charged with Illegal use of Telephone. Is that right? Or could she be charged with Assault by intimidation?
