The issuance, sale, or attempted sale of a fake ID is a misdemeanor in South Carolina.  If convicted, a person would face a fine between $500 and $2,500, up to 6 months in jail, or both.  SC Code 16-13-450.  The law makes no exception for a "novelty use only" disclaimer.  People use fake ID's to commit crimes.  Basically, there is no legitimate reason to have a fake ID.  Even if a person selling fake IDs says that they are for novelty only, everyone knows why people want fake ID's.
