The law says that everyone in the front seat of a vehicle has to wear a seat belt. Sometimes a seat belt is called a vehicle restraint. It is the driver’s responsibility to make sure that any passenger in the front seat under the age of sixteen uses the vehicle restraint. (ARS 28-909)
This includes the following:
Have the lap and shoulder belt properly adjusted and fastened while the vehicle is in motion.
If only a lap belt is installed where the occupant is sitting, have the lap belt properly adjusted and fastened while the vehicle is in motion.

AW, i am truely sorry about your friend, it is very unfortunate that had to happen to her and i understand that you feel strongly about this issue, however it is a fact that the split it not 50/50 relative to seatbelt safety or lack thereof. i have a friend who had an accident and would have been killed if he had been wearing his seat belt, but that doesnt mean that it's a good idea to not wear one. they are more safe than dangerous, as with airbags. as for your arms hitting your face- that shouldnt be a concern if you are putting your hands on the proper place of the steering wheel.

I definitely think that it is a personal choice since I had a friend actually killed by the seat belt strap - during a rollover, it cut into her throat and also strangled her. It's a 50/50 chance. It may save your life, it may take your life. That is the gamble you have to take when you get into the car. Personally, I probably won't ever wear a seat belt. They are as dangerous as the air bags that cause your arms to fly up into your face and break your nose or give your face a rugburn as it untwists at 200mph. I don't think there should be any law about it at all. It's a personal choice
