What you are describing is the manufacture of a fake ID. This is illegal in South Carolina. What you said about the laminates being sold for "non-illegal use" does not exist. If you were to make holograms that mimic the state seal as it appears on a driver's license, you would be making a fake ID. Quite simply, there is no lawful purpose for such a thing.
The penalty for making fake IDs is a fine up to $2,500 and up to 6 months in jail. S.C. Code Section 56-1-515.
