Question: Can you drive with no clothes on?
If no one is able to see you, then theoretically it would be OK. But since there is a high likelihood that you will be seen while driving in public, the answer is "no".
This is because Arizona has a indecent exposure law (ARS § 13-1402) prohibiting reckless public exposure of a person's genitals, anus or the areola or nipple of a female breast. Indecent exposure is a class 1 misdemeanor, but can be increased to a class 6 felony with much more serious consequences if someone exposes themselves to a child under the age of 15.
Further, it you are arrested for indecent exposure more than once you may be required to register with the state of Arizona as a sexual offender (ARS § 13-3821).
