Question: What is the law/punishment for distributing fake id's? What if a person signs a waver for the id as novelty only?

Answer: There are many types of identification cards issued today: everything from student IDs, to driver's licenses, to Blockbuster video cards. With that in mind, anyone can print up a card with a photograph on it and call it an identification card. It becomes illegal only when the person making the identification either attempts to make it look like an 'official' state identification card from Arizona or another state. Only the State of Arizona may issue a official driver's license of identification card.

Arizona Law (ARS 28-3476) make it illegal to alter or forge a driver's licenses issued by Arizona, other U.S. states, Mexico or Canada. It is against the law to make an identification that is 'similar to or in the likeness of' the official identification from Arizona or the other states and countries. The law also requires that an 'non-official' identification have the words 'Not an official license' printed on the front if it might be confused as an official identification. Violating this law is class 1 misdemeanor, which is punishable by a fine of up to $2,000 dollars.

Keep in mind that it is also illegal for a person attempt to use a fake identification. Arizona Law (ARS 28-3478) makes is a crime to use or 'have in the person's possession a canceled, revoked, suspended, fictitious or fraudulently altered driver license.' It is also illegal to lend a driver license to another person or permit the use of the person's driver license by another person. All of these crimes are class 2 misdemeanors, which are punishable by fines of up to $750.

I thimk that US Congress is wrong to have 21 as the drinking age. Just look at all the other countries, i.e. Germany--legal at 16. Why do kids in the US die in car accidents--inability to handle alcohol--why? Well, they were not taught how to handle it right, and the age of 21 is so distant that they'll do stupid things trying to get it. By reducing the age, and requiring parents to teach kids of this matter it will no longer be a "forbidden fruit" which will make it eventually less appealing. Since something is available to you freely, you will most likely ignore it.

They make the ID's to make money. The kids use the ID to get alcohol. The drinking age should be 18 anyway, as there is no way the government could stop 18 - 21 year olds from finding a way to get alcohol if they really want it.
