Arizona Law (ARS 13-3408) sets the consequences for sale, possession and production of Opium and other 'Narcotic Drugs':

Possess equipment or chemicals, or both, for the purpose of manufacturing a narcotic
drug. | Class 3 felony |

Manufacture a narcotic drug. | Class 2 felony |
|
Administer a narcotic drug to another person. | Class 2 felony |
|
Obtain or procure the administration of a narcotic drug by fraud, deceit, misrepresentation or subterfuge. | Class 3 felony |
|
Transport for sale, import into this state, offer to transport for sale or import into this state, sell, transfer or offer to sell or transfer a narcotic drug. | Class 2 felony |
The severity of sentences increases from the most severe being a Class 1 felony and the least severe being a Class 5 felony. (You can Read more on LFK about sentences associated with different classes of felonies) So, there are greater penalties associated with selling and producing and even transporting than there is for simply using Opium for personal use.
