    Illegal substances include alcohol, tobacco, and other drugs. Although Alcohol and Tobacco are legal to purchase for adults, the law makes purchasing and in most cases possessing Alcohol and Tobacco illegal for minors (under 21 for alcohol).

    "Legal drinking age" means the age of twenty-one years or older (A.R.S. § 4-101 (16.))
